/api/v2/parties/list-dunning-candidates

Return the keys of customer parties eligible for dunning: not excluded from
dunning, assigned a dunning campaign, and with an attempt count below the
configured threshold. Callers typically intersect the result with their own
set of overdue invoices to decide which customers to process.
