/api/v2/tax-reports/{key}/export-pdf

Export a SAVED tax report as a bilingual (Arabic + English) PDF aligned
with ZATCA Form 301. Returns the PDF inline plus a download URL.
Added for invora-protobuf#56 (invora/business#503, REQ-TAX-002).
